The Bush administration recently took 3.8 billion out of the reconstruction money appropriated for Iraq ...one reason they did this is that only 1.2 billion had been spent in more than a year due to violence....and actually, most of this has been wasted again due to violence.
It is a de facto recognition, that Paul Bremmer, the military, the CPA all wasted the first year of the occupation...they expected that the insurgency would be over by the time Iraqi troops were trained.
Instead, the insurgency is stronger and there are no effective Iraqi troops
We have to call on the crack troops of the British Black Watch for help.
About half of this reprogrammed money is going for accelerated training
18 months after hostilities ended - these bozos have been asleep.
The other half of the money is going to short term aid designed to win the hearts and minds of the Iraqis...again a day late and a dollar short.
In short Bush et al have stubbornly resisted the evidence and now on the brink of disaster are trying to salvage a dead horse...it is clear they will never achieve their objective as understood by the American people.
